This plug-in for Locale lets you toggle the 4G radio on and off as a setting.

It is made and tested for an HTC EVO 3D. It may work on other devices but I have no way to test.

If you want to see if it will work on your device download Locale 4G Plugin Tester and see if you can toggle the radio status using the buttons in that app. If the buttons all work and don't throw errors or crash then this Locale Plug-in will work for your device. Please let me know if it works for other devices so I can add them here.
