You can shake the spinner page to spin the "unlocked" spinners. A "locked" spinner can be either selected (meaning selected must match) or unselected (meaning any will match).

If your local agency is not listed on the choose-agency list, ask them to sign up and they will then appear in the Little Moment app's list of agencys.
